One question, as an hypothesis: how would Torchwood London get something out of the Vatican archives? By something I mean an object. I can believe they were powerful enough to do it, but how? I need ideas!
Um...I assume they'd just ask. Or use a teleporter of some kind. Or...bribe/have a double agent who is a carabineri (or whatever those police officers are called).
